Building the Orange Capital Ecosystem in Bangladesh

Bangladesh faces a critical financing challenge as it approaches LDC graduation, with preferential trade access narrowing, concessional finance declining, and a projected USD 928 billion SDG financing gap by 2030. The existing bank-dominated financial system cannot alone fund the investment needed to achieve a USD 1 trillion economy by 2034. The core problem is not just raising capital, but building market infrastructure across four key sectors — RMG, agriculture, energy transition, and financial services — that can attract sustained global investment.

The paper proposes the Orange Movement™, a coordinated capital–data–policy platform to develop inclusive financial markets in Bangladesh. Building on early foundations like green bonds, social bonds, and sovereign Sukuk, it outlines a four-phase roadmap: building an evidence base, activating the ecosystem, mobilizing capital, and developing a self-sustaining Orange capital market. With the right regulatory environment and verification standards, Bangladesh can systematically convert existing portfolios into credible, investable instruments — following the proven path of Indonesia’s Orange Bond experience.

Viet Nam is one of Southeast Asia’s most dynamic economies, yet a USD 24 billion financing gap leaves women-led and climate-smart enterprises significantly underfunded. While women own 21% of MSMEs, they receive less than 5% of formal bank lending.

Policy Paper 3, titled “Catalyzing Inclusive Capital in Viet Nam,” is the signature knowledge product of the Impact Investment Readiness in Viet Nam (IIRV) project, funded by Global Affairs Canada and implemented by Impact Investment Exchange (IIX). Moving beyond diagnosis, this paper provides an actionable five-tier reform framework to institutionalize impact and gender finance within the national regulatory architecture.

Thúc đẩy Dòng vốn Bao trùm tại Việt Nam

Việt Nam là một nền kinh tế năng động, nhưng khoảng trống tài chính lên tới 24 tỷ USD đang khiến các doanh nghiệp do phụ nữ làm chủ và các doanh nghiệp thích ứng với biến đổi khí hậu gặp rất nhiều khó khăn trong việc tiếp cận vốn. Dù phụ nữ sở hữu khoảng 21% số doanh nghiệp siêu nhỏ, nhỏ và vừa (MSME), họ chỉ nhận được dưới 5% tổng dư nợ cho vay từ hệ thống ngân hàng.

Báo cáo Chính sách số 3 với tựa đề “Thúc đẩy Dòng vốn Bao trùm tại Việt Nam” là tài liệu cốt lõi của Dự án Sẵn sàng cho Đầu tư Tác động tại Việt Nam (IIRV) do Bộ Các vấn đề Toàn cầu Canada (GAC) tài trợ và Impact Investment Exchange (IIX) thực hiện. Báo cáo không chỉ phân tích rõ các rào cản mà còn đưa ra khung cải cách 5 cấp độ cụ thể, nhằm thể chế hóa tài chính tạo tác động và tài chính giới vào hệ thống pháp lý quốc gia.

  • Chuyển đổi mô hình cho vay: Thay vì dựa chủ yếu vào tài sản thế chấp, chuyển sang cho vay dựa trên dòng tiền thực tếchuỗi cung ứng.
  • Công cụ tài chính sáng tạo: Tận dụng Tài chính hỗn hợp, Trái phiếu Cam, Bảo lãnh Camcấp vốn dựa trên kết quả để chia sẻ rủi ro, giảm chi phí vốn và khuyến khích nhà đầu tư tham gia cũng như tháo gỡ rào cản về vốn cho các doanh nghiệp ở nông thôn, do phụ nữ làm chủ
  • Lộ trình chính sách rõ ràng: Khuyến nghị toàn diện để đưa các quy định về tài chính tạo tác động vào hệ thống quy định của Việt Nam, bao gồm định nghĩa về Doanh nghiệp tạo tác động (SIB) đến mua sắm công theo phân loại xanh. 

Đây chính là lộ trình thiết yếu dành cho các nhà hoạch định chính sách, ngân hàng và nhà đầu tư nhằm thúc đẩy dòng vốn tư nhân, đồng bộ với Chiến lược Tăng trưởng XanhChiến lược Bình đẳng Giới của Việt Nam.

Indonesia is a global leader in sustainable finance, yet women—who lead the majority of micro, small, and medium enterprises—continue to receive a disproportionately small share of formal financing. This report examines how Orange Bonds and Orange Sukuk, the world’s first gender-lens thematic bonds, address this gap by intentionally directing capital toward women while maintaining the rigor, transparency, and accountability expected by global investors. Developed by IIX in partnership with the Ford Foundation, the report outlines how these instruments embed gender considerations across capital allocation, leadership, and impact measurement, strengthening ESG outcomes without sacrificing financial discipline.

Focusing on Indonesia’s first Orange Bond and the world’s first Orange Sukuk, the report highlights growing market readiness, supportive regulation, and investor appetite for scalable gender-lens finance. It demonstrates why Indonesia is uniquely positioned to lead this next evolution in sustainable finance and shows how Orange Bonds offer issuers and investors a credible pathway to inclusive growth, economic resilience, and measurable progress toward global development and climate goals.
