
Building the Orange Capital Ecosystem in Bangladesh
Bangladesh faces a critical financing challenge as it approaches LDC graduation, with preferential trade access narrowing, concessional finance declining, and a projected USD 928 billion SDG financing gap by 2030. The existing bank-dominated financial system cannot alone fund the investment needed to achieve a USD 1 trillion economy by 2034. The core problem is not just raising capital, but building market infrastructure across four key sectors — RMG, agriculture, energy transition, and financial services — that can attract sustained global investment.
The paper proposes the Orange Movement™, a coordinated capital–data–policy platform to develop inclusive financial markets in Bangladesh. Building on early foundations like green bonds, social bonds, and sovereign Sukuk, it outlines a four-phase roadmap: building an evidence base, activating the ecosystem, mobilizing capital, and developing a self-sustaining Orange capital market. With the right regulatory environment and verification standards, Bangladesh can systematically convert existing portfolios into credible, investable instruments — following the proven path of Indonesia’s Orange Bond experience.
